PUBLIC NOTICE INVITATION TO BID NO. PC26-048 Lisenby Avenue Sidewalk Improvements The City of Panama City’s Community Redevelopment Agency (CRA) through the City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks bids from qualified, experienced, licensed construction contractors to provide all supervision, labor, and equipment required for the construction of 3,900 SF of concrete sidewalks, 640 LF of curbs and associated pedestrian facilities on Lisenby Avenue between 15th Street and 17th Street in Panama City, FL (the “Project”). Bids will be received until Monday, September 28, 2026 at 2:00 PM CT, at which time all bids received will be opened publicly in City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, Florida 32401. The complete Invitation to Bid (“ITB”), including all specifications and bid forms are available upon request to the City’s Purchasing Division by emailing the City’s Purchasing Division at . Addenda, if any, will be posted on the City’s website at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. A pre-bid meeting will not be held. Bids should be submitted through the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. All bidders must be registered with Bonfire. No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids. The City shall accept the Bid of the responsive and responsible bidder that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently. The City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City’s Purchasing Policy as they may deem in the best interest of the City.
