General work description:The Request for Proposal (RFP) seeks a qualified Third-Party Administrator (TPA) to provide comprehensive liability claims adjusting and administration services for the County of Sacramento's self-insured liability program. The selected contractor will work collaboratively with County Risk Management personnel to investigate, evaluate, negotiate, defend, settle, and resolve liability claims while ensuring timely reporting, cost-effective claim management, and compliance with County requirements, the Public Risk Innovation, Solutions, and Management (PRISM) Liability Claims Administration Standards, and applicable laws and regulations. The contractor will also provide strategic recommendations, maintain proactive communication, and support the County's objective of minimizing claim costs and liability exposure.The scope of work includes end-to-end administration of existing and new liability claims, including prompt investigations, reserve analysis, litigation management, settlement negotiations, payment processing, subrogation and recovery efforts, legal administration, claims reporting, records management, and financial oversight. The contractor will maintain a secure claims management information system, provide County staff with access to claims data, coordinate with defense counsel and subject matter experts, support regulatory and Medicare reporting requirements, prepare annual claims reports for the Board of Supervisors, and participate in regular meetings with County staff to review claim strategies, identify trends, and recommend loss prevention initiatives.
