Letter of Intent for HIV Testing, Counseling, and Referral Services for Residents of Washington County

Description

The Washington County Department of Health and Human Services intends to engage in a Request for Proposals (RFP) process to establish a two-year contract not to exceed $200,000 for HIV testing, counseling, and referral services. In an effort to control the transmission and acquisition of HIV, we aim to increase the number of persons who participate in HIV client-centered counseling, testing and referral services (CTRS) among particular sexual and social networks of persons at higher risk for HIV. These target populations include men who have sex with men (MSM), persons who inject drugs (PWID), persons who engage in sex work, and persons with anonymous sexual partners of unknown serostatus and their sexual and social networks. These sexual and social networks include those who seek sex using the Internet, hook up apps, at adult book and video stores, bathhouses, and other public and private environments. Persons in these networks represent diverse racial and ethnic groups, HIV serostatus, and sexual/gender orientations and identities.
