Centre Area Transportation Authority (CATA) Request for Quotes Legislative Advocacy Services The Centre Area Transportation Authority (CATA) is seeking quotes from qualified firms to provide legislative advocacy services to promote and protect the interest of CATA related to legislative and funding activity within the State of Pennsylvania. Scope of Work may include: Monitoring legislative activity that could impact the Authority. Advising and assisting CATA in developing strategic planning and communications needed to inform on CATA’s relevance, special needs. Identifying, advising, and assisting the Authority in responding to requests from elected officials, special committees, etc. Advising and assisting CATA in developing and maintaining relations with the Pennsylvania Department of Transportation and other departments as it relates to the items listed here. Coordinating with key stakeholders, assisting CATA in building relationships. Coordinating and assisting CATA in developing relationships with key business and economic development alliances. Assisting CATA in developing and maintaining relationships with strategic non-governmental organizations including non-profits. Understanding state-wide issues and assisting CATA in communicating those issues in a manner that is as cohesive as possible with other transit systems and transportation groups in the state – in some cases attending meetings and commenting on CATA’s behalf. Identifying and advising CATA on funding opportunities. Contract shall be for a period of two years, effective January 01, 2027, through December 31, 2028. The contract may also have up to an additional three option years, which CATA may execute as single year increments, through December 31, 2031. Instructions: Submit background, experience, and qualifications of your firm, in particular the staff you would assign to CATA, along with project approach. Submit quotes for an annual basis for a period of two years plus up to an addition three option years.
