Sealed Bids for construction of the Lead Service Line Replacement Program Phase 2 will be received electronically by the City of New London, Connecticut at the office of the City Purchasing Agent, 13 Masonic Street, New London, Connecticut 06320 until 2:00 PM EDT on October 6, 2025, at which place and time they will be publicly opened electronically.The Project consists of identification and replacement of existing utility-side and customer-side lead service lines throughout the City with new copper service lines, as well as restoration of the impacted properties.The City of New London no longer provides copies of contract documents or drawings.They may be downloaded from the following sites:City of New London https://newlondonct.org/bid-documentsState of Connecticut http://www.das.state.ct.usDocuments may also be downloaded in the attachments section here through OpenGov.Each Bid shall be submitted in accordance with Section 00 21 13, Instructions to Bidders, and shall be accompanied by a Bid Security in the amount of 10 percent of the Bid.A non-mandatory Pre-Bid Conference for all general contractors will be held on September 16, 2025 at 10 AM. All interested parties are to meet at 15 Masonic Street, New London CT at the Public Utilities Conference Room. Bids will be awarded to the low, responsive, and responsible/qualified bidder.
