CITY OF CEDARTOWN, GA REQUEST FOR PROPOSAL FOR PROFESSIONAL AND CONSTRUCTION SERVICES LEAD AND COPPER RULE REVISIONS COMPLIANCE LEAD SERVICE LINE INVENTORY AND REPLACEMENT PROGRAM January 3, 2024 1510-113 RFP-1 12/27/23 REQUEST FOR PROPOSAL 1. INTRODUCTION The City of Cedartown (City) is requesting proposals from qualified firms interested in providing professional and construction services for the development, management and implementation of Lead and Copper Rule Revision (LCCR) Compliance related to Lead Service Line Inventory and Replacement Program in accordance with the revised United States Environmental Protection Agency (USEPA) Lead and Copper Rule. All firms submitting proposals must have demonstrated experience and expertise for projects similar in nature to this project. The City will fully consider submittals that involve collaboration with other proposers. To be considered, responses to this RFP shall be received by Friday, February 2, 2024, 2:00 pm. Refer to Section 5 – Submittal Requirements for additional details. 2. OBJECTIVES The objective of this project is to ensure the City’s compliance with the LCRR by developing a LCRR Compliance Program. The primary components of the LCRR Compliance Program will include, but not be limited to the following: a. Development of a Service Line Material (SLM) Inventory b. Complete for City submission to GA EPD on or before October 16, 2024; the GA LCRR Service Line Inventory Spreadsheet. c. Conduct and complete all Service Line Material field verification. d. Development of a Lead Service Line (LSL) Replacement Plan e. Preparation of a Sampling Plan for Compliance including Sampling at Schools and 1510-113 RFP-2 12/27/23 Childcare Facilities f. Assistance with Public Education and Outreach g. Review funding programs and identify funding strategy h. Other services as required to implement the Lead and Copper Rule Revisions 3. BACKGROUND The City’s service area population consists of 3,350 residential and 445 commercial customers served through approximately 3,800 meters. The City’s distribution system consists of +/- 75 miles of water mains consisting mainly of cast iron, galvanized, ductile iron and pvc materials. The City owns service lines from the water main up to and including the water meter. The property owner owns the service line from the meter to the building. Water meters are typically located behind the curb in the road right-of-way.
