Town of Normal 11 Uptown Circle Normal, IL 61761 REQUEST FOR PROPOSALS (RFP): The Town of Normal will receive proposal for: Lead Based Paint Inspection and Risk Assessment Professional Services The Town of Normal is seeking proposals from highly qualified environmental consulting firms engaged in lead-based paint evaluation and clearance services as required under the US Department of Housing and Urban Development’s Lead Safe Housing Rule (24 CFR Part 35 Subpart J) for single-family housing rehabilitation projects located in the Town of Normal. Proposals must submit one paper copy of the proposal along with a single USB, or flash drive containing the proposal in Adobe PDF format. Proposals must be submitted to the Town Clerk in an opaque envelope sealed and clearly marked “Lead Based Paint Inspection and Risk Assessment Professional Services” with name, address, and phone number of the Proposer and time and date of opening, which will be Friday, September 25, 2026, at 12:00 pm prevailing time, at Normal City Hall, 11 Uptown Circle, Normal, Illinois 61761. A copy of this RFP and any additional documents may be found at the Town of Normal’s website at http://www.normalil.gov/bids.aspx The Town of Normal reserves the right to reject any and all proposals received. The Town will evaluate submitted proposals based on their responsiveness to the requirements of this RFP, experience with the requested scope of work, qualifications of the project team, references, and per unit pricing.
