The City of Jacksonville Beach, in coordination with its Community Redevelopment Agency, is soliciting proposals from highly qualified and visionary development teams to engage in a Public-Private Partnership (P3) for the redevelopment of a strategically located, City-owned parcel adjacent to Latham Plaza. This prominent site, situated within the core of the Downtown Redevelopment District and bounded by First and Second Streets, represents a unique and transformative opportunity to deliver a landmark project that advances the City’s strategic objectives for revitalization, placemaking, and economic vitality. The City seeks a development partner capable of delivering a financially sound, design- forward, and operationally resilient mixed-use project that integrates structured parking, public amenities, and commercial space. The development must meaningfully contribute to the pedestrian character of the area, support adjacent public investments in Latham Plaza and the Seawalk Pavilion and enhance the overall vibrancy of Downtown Jacksonville Beach. Key programmatic elements may include ground-floor retail and restaurant, upper-level or other compatible commercial functions, a rooftop dining venue, enhanced pedestrian corridors, public art, and street-level activation.
