ADVERTISEMENT FOR BIDS All Qualified Bidders are invited to submit bids for the construction of KNOX COUNTY RAILROAD CROSSING IMPROVEMENTS – BID 3759. The Project consists of paving, signage and striping of two (2) highway-rail grade crossing locations in Knox County, TN. Bids will be received at the Knox County Procurement Division, 1000 N. Central Street, Suite 100, Knoxville, TN 37917 on or before Tuesday, November 3, 2026, until 4:00 p.m. local time, at which time said bids will be publicly opened, read aloud and the Contract awarded as soon thereafter as practicable. Bidders must use the bid envelope cover sheet provided in the project manual and include their Full Name, Address, and Tennessee Contractor’s License Number and deposit the bid in the Knox County Procurement Box. Bidders must obtain Plans, Specifications and Contract Documents electronically from the office of CSR Engineering, at no cost, by emailing Jason Reynolds at jason.reynolds@csrengineers.com or calling 865247-5381 A non-mandatory pre-bid meeting will be held on Tuesday, October 20, 2026 at 10:00 a.m. local time. The meeting will be held at the office of the Knox County Procurement Division, 1000 N. Central Street, Suite 100, Knoxville, TN 37917. Bidders (General Contractors) and subcontractors are encouraged to attend the pre-bid meeting, but not required. All Bidders must be licensed Contractors as required by the “CONTRACTOR’S LICENSING ACT OF 1976,” and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the Contractor should have the necessary licensing classifications as listed in the Rules of Tennessee Board for Licensing General Contractors-Chapter 0680-1. All Bidders must be a Tennessee Department of Transportation Pre-Qualified Contractor. The proposed construction shall be performed in accordance with the most current version of the Standard Specifications for Road and Bridge Construction of the Tennessee Department of Transportation, and the Standard Roadway and Structures Drawings of the Tennessee Department of Transportation. Each Bid must be accompanied by a certified check or by a Bidder’s Bond executed by the Bidder and a surety company licensed to do business in Tennessee in the sum of five percent (5%) of the amount of the Bid.
