SOLE SOURCE PUBLIC NOTICE **This is not a request for bids** June 15, 2026 The Washington State Health Care Authority (HCA) contemplates awarding a sole source contract to IPD Analytics to provide detailed insights in the pharmaceutical pipeline for all therapies in development (new therapies and existing therapies pursuing new indications) related to their anticipated Federal Drug Administration (FDA) approval review dates (PDUFA dates), impact on clinical practice, and economic impact on payors. Effective July 1, 2026, the Prescription Drug Affordability Board (PDAB or the Board) requires an upgrade to the premier level software as a service (SaaS) subscription tier for the IPD Analytics proprietary, data-driven platform (“Platform”). This upgraded Platform access will enable PDAB to gain access to rebates and discount information, ultimately in order to conduct its legislatively mandated drug affordability reviews. PDAB was established following passage of SB5532 by the Washington State Legislature in 2022, with a goal of reducing out-of-pocket prescription drug costs to Washington consumers. It is a five-member board appointed by the Governor, with administrative support from the Health Care Authority, and tasked with the following duties: identify drugs that may be subject to an affordability review, conduct affordability reviews on selected eligible drugs, determine whether a prescription drug is unaffordable for Washington consumers, and if a drug is found to be unaffordable, the Board may set an upper payment limit. The PDAB was vested with authority to analyze data from multiple sources to review the price and cost growth of prescription drugs and set upper payment limits on certain drugs that may lead to significant excess costs. PDAB and its Advisory Board members may not be employees of, board members of, or consultants to, prescription drug manufacturers, Pharmacy Benefit Managers, health careers, wholesale distributors, or related trade associations. The PDAB’s authorizing statutes can be found in Chapter 70.405 RCW. PDAB was established following passage of SB5532 by the Washington State Legislature in 2022. Prescription drug reviews by PDABs identify high-cost, unaffordable medications, allowing states like Washington to establish Upper Payment Limits (UPLs) as the maximum they will pay, thereby directly capping drug price for Washingtonians.
