SECTION 00130 INVITATION TO SUBMIT PROPOSALS UNIVERSITY OF ARKANSAS AT FORT SMITH JOB ORDER CONTRACTING (JOC) FOR CONSTRUCTION SERVICES 1. General Information: The University of Arkansas Board of Trustees for and on behalf of the University of Arkansas at Fort Smith (UAFS) is accepting competitive sealed “Best Value Proposals” for Job Order Contracting (JOC), pursuant to Arkansas Code Ann. § 19-4-1416 in accordance with the terms, conditions and requirements set forth in this Solicitation For Proposals for Best Value Contract, which considers factors in addition to price. This Solicitation provides sufficient information for interested parties to prepare and submit proposals for consideration by UAFS. 2. Location for Submittal of Proposal: Proposals shall be submitted to the University of Arkansas at Fort Smith, 5210 Grand Avenue, Fort Smith, AR 72904, Attention: Lance Killough, not later than 2:00 PM CST, Thursday, June 27, 2024. 3. Supervision: UAFS supervises the review of Proposals and awarding of contracts. UAFS (“Campus” or “Owner”) is the entity requesting job order services, approves job orders and related contracts, change orders, requests for payment, and ensures that on-site inspections are accomplished. 4.
