Winthrop University, and the State of South Carolina assumes no liability for any expenses incurred prior to effective date of the contract/purchase order. Any actual bidder has the right to protest within ten (10) days of the date of notification of intent to award is posted in accordance with [Section 11-35- 4210]. A protest shall be in writing and be received within the time provided.
