Notice of Intent to Award Procurement Number 3120002450 Procurement Name Request for Proposals for Waste Collection and Disposal Services Procurement Release Date June 3, 2022 Response Due Date and Time July 21, 2022, by 2:00 PM CST Contract Effective Date January 1, 2023 Evaluation Report Posting Date August 17, 2022 The Mississippi Department of Finance and Administration’s (DFA) Office of Procurement and Contracts issued a Request for Proposals (RFP) to secure a vendor to provide waste collection and disposal services. These services are to be provided for the Office of Capitol Facilities within DFA. The Contractor will provide waste collection and disposal services to properties owned and operated by the State of Mississippi. The awarded contract term will be three (3) years with two (2) optional renewal years. The RFP required the winning vendor have at least five (5) years’ experience providing waste collection and disposal services for a government entity and/or organization that is similar in size and/or scope to the State of Mississippi. The vendor must maintain the required insurance coverage throughout the term of the contract, with the State of Mississippi being named as the additionally insured. Additionally, the winning vendor must have a project manager assigned to the DFA contract; the commitment of a performance bond to DFA upon award of the contract; an office located in Madison, Hinds, or Rankin County; and a standing commitment with a local landfill. In response to the RFP, the following two (2) vendors submitted proposals: 1. Republic Services, Inc. 2. Waste Management Services of Mississippi, Inc. The evaluation process included the Compliance Phase (pass/fail), the Cost Analysis Phase (60%), the Management Analysis Phase (40%), the Scope of Services Confirmation (pass/fail) and the Finalist Phase. The scores from the Cost Analysis Phase and the Management Analysis Phase and were combined for one score and only the top scoring proposal and any proposal within ten (10) points of the top score would advance to the Finalist Phase.
