Do not disclose without written permission from Emergence Health Network 2 General Information Emergence Health Network Information Emergence Health Network (EHN) (“CENTER”) is the Texas Health and Human Services Commission (“HHSC”) designated Local Mental Health Authority (LMHA) and the Local Intellectual and Developmental Disability Authority (“LIDDA”), established to plan, coordinate, develop policy, develop and allocate resources, supervise, and ensure the provision of community based mental health and intellectual and developmental disability services for the residents of El Paso County, Texas. Background Information and Services to be Provided MISSION Emergence Health Network (EHN) provides person-centered health care for El Paso and the surrounding communities with a specialty in aiding individuals with behavioral health, intellectual or developmental disabilities, and related conditions.
