The City's annual usage is typically between 250 and 300 tons per year.S.B. 1173 (effective September 1, 2025) says that Texas cities may make purchases of less than $100,000.00 by obtaining informal quotes in lieu of a formal/sealed bid process. The City's annual spend on portland cement in FY23, FY24, and FY25 was less than $60,000.00 per year. Therefore, this is an informal request for quotes and NOT a formal/sealed bid, and the requirements set forth in Texas Local Government Code, chapter 252 related to the formal/sealed bid process do not apply to this solicitation.
