Industrial Facility Verification Project

Description

As part of its Industrial Waste Survey (IWS) and Pretreatment Program, OC San developed a GIS-based screening methodology using Esri Business Analyst and commercial business datasets from SafeGraph and Data Axle. This methodology integrates business locations, industry classifications, operational status, and spatial analysis to identify facilities that may be subject to the Pretreatment Program.Building on the successful implementation of the Tier 1 verification project, OC San is seeking a qualified third-party vendor to conduct independent verification of 5,959 Tier 2 candidate facilities identified through the same GIS screening methodology. The selected vendor will perform tele-verification and/or field verification, as appropriate, to confirm business identity, operational status, and observable industrial activities.The results of this project will enable OC San to efficiently prioritize facilities for follow-up inspections, permitting evaluations, and future IWS activities, while continuing to improve the completeness, accuracy, and long-term management of its industrial facility inventory.
