Indefinite Services for Transportation Design, Engineering, and Project Development Services

Description

Isle of Wight County is soliciting sealed proposals from qualified firms to establish a contract through competitive negotiations for Professional Design and Engineering Services and Technical Project Development and Grant Assistance services for miscellaneous transportation projects that may arise during the contract period. This RFP focused on transportation and roadways but may also include other public infrastructure and capital needs that may arise. This solicitation is intended primarily for small task orders under $250,000. However, formal contract limits shall align with State and Local fiscal policy limits and budget constraints. Larger work orders and contracts may occur. This solicitation shall replace prior agreements and contracts advertised and awarded in prior years. These services will be required by the Department of Public Works Transportation Division.Demonstrated expertise with VDOT LAP, FHWA, EPA and DEQ, DHR, ADA, and OSHA construction and permitting regulations and guidelines as they apply to transportation construction projects is required for all contracted firms. Demonstrated ability to provide appropriate resources and subconsultant management for ancillary design and engineering services such as utility locating and coordination, geotechnical investigations, surveying and deed research, and graphic design for public presentation materials is required for all contract firms.Demonstrated ability to utilize current technologies to provide research, digital deliverables, and virtual communications; and the ability to utilize and coordinate with various County and State technologies is required for all contract firms.Familiarity with the Federal Highway Administration FAR Audit and Civil Rights/DBE requirements, and ability to meet federal funding and invoicing requirements is required for all contracted firms.
