REQUEST FOR PROPOSALS Humboldt Bay Piling Removal Invitation for Proposals The Humboldt Bay Harbor, Recreation & Conservation District (District) is requesting proposals from qualified individuals/firms to remove 21 derelict piles within Humboldt Bay. Proposals Due: 5:00 p.m. Thursday, March 15th, 2018 Submit Proposals to: Larry Oetker, Executive Director, loetker@humboldtbay.org Scope of Work Approved pile removal methods, required Best Management Practices (BMP’s), and pile locations including maps and geographic coordinates, can be found in the attached Humboldt Bay Subtidal Mariculture Pre-permitting Project Marine Habitat Mitigation Plan. Proposals must specify pile removal method(s) and confirm compliance with required BMP’s. The District barge is available for use to conduct pile removal activities. Removed piles can either be taken by the successful proposer for use outside of the coastal zone, or will be placed at a designated location on District property (exact location to be determined). Optional Task: Install eight (8) pilings near the existing dock at Redwood Marine Terminal II. Site Visit A site visit will be held on Monday, February 26th at 1:30pm. Interested parties are responsible to inspect the site, facilities, and equipment to satisfy themselves as to all general, local, and specific conditions that may affect the cost of performance. Proposal Submission Requirements 1. Proposer business name, and contact information. 2. Qualifications including names, titles and contact information of key staff that would interact with the District. 3. Names of subcontractors (if any), and portion of the project each will complete. 4. Cost estimate for services. a. Cost for pile removal. b. Project Scope - how proposer would complete scope described above and in the attachment. 6. Project schedule - including time from authorization to completion. Project must be complete by April 30, 2018. 7. Proof of: Applicable Licenses & Commercial and Auto Liability Insurance. Proposal Selection Process and Criteria Proposals will be reviewed by District staff, who will make a recommendation to the Commission. Project to be awarded at the March 22, 2018 District board meeting.
