The County of Volusia Community Assistance Division administers federal and state funded programs providing rental assistance, homebuyer assistance, and affordable housing development or rehabilitation. To comply with grant regulations and ensure housing quality, the County requires the assistance of licensed home inspectors and other professionals to conduct accurate and objective inspections. Funds for the Housing Choice Voucher Program are provided by the U.S. Department of Housing and Urban Development (HUD) and Housing Quality Standards (HQS) inspections must be conducted in accordance with HUD’s regulations, guidance, and the County’s administrative plan. The homebuyer assistance program is funded by the State Housing Initiatives Partnership (SHIP) program and HOME Investment Partnerships Program (HOME), a HUD grant. To comply with the County’s local housing assistance plan and HOME regulations Uniform Physical Condition Standards (UPCS) inspections must be conducted for homes that are assisted as part of the homebuyer assistance program. Rental units currently assisted with grant funds from the county or that have been previously assisted and are within their affordability period, may be required to have HQS or UPCS conducted on a periodic basis. Several of the programs listed will require National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections instead of HQS or UPCS beginning on or before October 1, 2024 as directed by
