Housing Rehabilitation Program Contractors

Description

The purpose of this Request for Statement of Qualifications (RSQ) is to select the most highly qualified firm(s) to participate in a program designed to provide housing rehabilitation services for households in Volusia County’s housing rehabilitation program as described in the Scope of Services. It is anticipated that multiple firm(s) will be awarded qualified status to participate in the program for an initial period of one (1) year with two (2) additional one-year renewals allowable at the County’s discretion and upon mutual approval of the County Council and awarded Contractors.When a housing rehabilitation project is identified by the County as being qualified for the County- administered program, the contractors qualified by this RSQ will be notified and invited to bid on the individual project. A mandatory pre-bid meeting will be held at the project location. Projects will be awarded to the single lowest responsive and responsible bid. The County will also consider availability and work volume to ensure timely completion of projects. Generally, contractors shall be awarded no more than four (4) projects at any given time; however, the Community Assistance Division – Housing and Grants Administration has the option of awarding more than four (4) projects, if deemed appropriate by the Community Assistance Division Director or Housing and Grants Administration Manager. Contractors awarded housing rehabilitation projects with Community Assistance for the first time shall successfully and satisfactorily complete one (1) project in this program within the stated period of performance and budget of the project before consideration will be given for additional projects.
