Homelessness Strategic Plan

Description

Santa Monica seeks consulting services to develop a multi-year, citywide City of Santa Monica Homelessness Strategic Plan (HSP) to be completed and presented to the Santa Monica City Council by May 2024. The HSP will draw from and build upon existing work to lay out a clear, coordinated and systemic vision of the City’s homelessness response system. The HSP will identify measurable outcomes and goals linked to the accompanying strategies, and will align City staff, partners, and stakeholders around a clear vision, set of outcomes, and investments.The resulting overarching strategic plan will:Articulate a clear vision and mission statementEstablish clear policy directionDefine actionable objectivesPromote alignment across City and community stakeholdersSupport regional effortsServe as a convening, collaborative tool to facilitate and guide the City’s work addressing homelessness across departmentsWith this plan, the City seeks to increase continuity in an inherently shifting policy environment; improve focus on measurable objectives; establish clear internal leadership and increase internal alignment and regional coordination; all towards the goal of addressing the lived condition of homelessness in Santa Monica.
