Washington County Health and Human Services (HHS) is awarding $180,000 for a 2-year contract to one contractor to provide client centered counseling, testing, and referral services (CTRS) for individuals among particular sexual and social networks at higher risk for HIV. The target populations for these interventions include men who have sex with men (MSM), persons who inject drugs (PWID), persons who engage in sex work, and persons with anonymous sexual partners of unknown serostatus and their sexual and social networks.The contractor must be able to provide services both in-person as well as via online methods in Washington County to Washington County residents. The funding source for this RFP is an Oregon Health Authority (OHA) HIV Prevention Block Grant. The majority of these funds are passed through OHA from the Centers for Disease Control and Prevention (CDC). Funds are targeted for evidenced-based, promising, or pilot HIV/STD prevention activities, including, but not limited to CTRS (i.e., staff time for testing and prevention services, test kits, and prevention supplies). All monies are dependent on the availability of resources. The funding period will begin July 1, 2023, and end June 30, 2025.
