Pre-Proposal Conference Clarification The Citadel has identified conflicting language in Section II.B, Special Instructions, regarding the attendance requirement for the October 19, 2026, pre-proposal conference/site visit. Although certain provisions identified the conference as mandatory, attendance at the October 19, 2026, conference is not a condition of submitting a proposal. The mandatory attendance provisions in Section II.B, including the requirement that offers be rejected for failure to attend the conference, are hereby deleted and superseded by this addendum. The conference consisted of a walkthrough of campus locations identified in the solicitation where payment processing equipment is currently utilized. No additional technical requirements or changes to the scope of work were introduced during the walkthrough. As stated in Section II.B, Special Instructions, CONFERENCE – PRE-BID/PROPOSAL (JAN 2006): Failure to attend the Pre-Bid/Proposal Conference will not relieve the Contractor from responsibility for properly estimating the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the State. The State assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available at the conference. Nor does the State assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract. [02-2B025-1] The conference date incorrectly identified as October 19, 2016, in Section II.B is hereby corrected to October 19, 2026. IMPORTANT NOTICE: X Contractor is required to acknowledge receipt of this Addendum by signing below and returning a copy with its Offer. Except as provided herein, all terms and conditions of the Solicitation referenced above remain unchanged and in full force and effect.
