Mississippi State University MSU2026065 Request for Proposal Group Communication, Resource, and Scheduling Application April 22, 2026 1. Is electronic submission via Bully Buy (Jaggaer) the required and sole submission method, or is a physical submission also required? A. Electronic submission via Bully Buy (Jaggaer) is not required but is the preferred method of submission. You may submit electronically using Bully Buy (Jaggaer) or submit physically per the instructions in the RFP. It is okay to only submit electronically in Bully Buy (Jaggaer), only submit physically, or submit both electronically and physically if you’d like. 2. If physical submission is required, does the April 29, 2026 deadline apply (noting that the physical submission section also references a March 4, 2026 deadline)? A. The March date referenced is incorrect. No matter how you decide to submit, you must have your submission to us by 2:00 p.m. CST on April 29, 2026. 3. Can MSU confirm that documents clearly marked "CONFIDENTIAL" per Mississippi Code Annotated 25-61-9 will be protected from public records requests? A. MSU acknowledges that vendors may submit materials they consider proprietary or confidential and will use reasonable efforts to maintain the confidentiality of such materials to the extent permitted by law. However, the University is a public institution subject to the Mississippi Public Records Act and any records submitted to the University may be subject to disclosure in response to a public records request. Pursuant to Mississippi Code Annotated § 25-61-9, MSU will give the vendor notice of the public record request and give the vendor an opportunity to seek the protection of any trade secrets, confidential information, or financial information contained in the requested record. In the event that the vendor does not seek protection within the statutorily prescribed timeframe, MSU will release any nonexempt records that are responsive to the request. 4. Additionally, can MSU confirm whether SOC 2 documentation may be provided under NDA rather than as part of the public proposal submission? A. Yes, we can enter into negotiations to reach a mutually acceptable NDA for the limited purpose of reviewing SOC 2 or similar sensitive documentation during the evaluation process. 5.
