Currently the City of West Sacramento is subject to power supply company (PG&E) planned and unplanned outages that have and will disrupt power to the traffic signal-controlled intersections. City residents, staff & Council have requested longer runtimes for the City's traffic signals during power outages.Past/Current solutions the City has implemented include but are not limited to installing a battery backup system (BBS) that will switch to battery power when power is lost. This has historically been the City's primary solution but is a heavy Operations & Maintenance burden and is subject to environmental factors which can dramatically affect the runtime/effectiveness of the temporary power. In addition, in optimal conditions, the battery backup only lasts approximately ten (10) hours or less.This project will acquire and install PEM (Protein Exchange Membrane) Fuel Cell backup systems on approximately ten (10) high priority traffic signals in the City. The Fuel Cell systems runtime of 5-14+ days is considerably longer than a Battery backup depending on the status the intersection is operating in (fully operational or flash-mode). The PEM Fuel Cell solution is a “GREEN” alternative to battery backup or generators when the City experiences planned & unplanned outages.In the event of extended outages, “unlimited” runtime is a possibility because of mobile hydrogen re-fueling onsite. The required maintenance for operation is minimal and avoids unpredictable battery runtimes, life & capacity issues.
