Box 488 Litchfield, CT 06759-0488 860.567.7550 (Phone) BID PACKAGE for Forensic Audit Services Town of Litchfield REQUEST FOR PROPOSAL Forensic Audit Services March 11, 2025 LEGAL NOTICE TOWN OF LITCHFIELD, CONNECTICUT INVITATION TO BID – # 2025-30 The Town of Litchfield (“Town”), acting through its Board of Finance, is seeking proposals from qualified independent public accounting firms or accountants (herein after referred to as "offerors," with the successful offeror or offerors referred to as the "Contractor"), in accordance with the provisions of the Connecticut General Statutes, to conduct a Forensic Audit for fiscal years 2022/2023 and 2023/2024 of the Town of Litchfield’s School District. Bidding documents and specifications are available on the Town’s website www.townoflitchfield.org . Questions regarding the content of this RFP should be directed to Director of Finance, Amaechi Obi at financedirector@townoflitchfield.org. Sealed proposals will be received at Litchfield Town Hall, 74 West Street, Litchfield, CT 06759 until 11:00 a.m. on April 8th at which time and place they will be opened and read aloud in the Office of the First Selectman. Proposals received after that time will not be accepted and will be returned to the bidder unopened. Two sealed proposals should be clearly marked as follows: Envelope #1: Technical Proposal Envelope #2: Sealed Dollar Cost Bid The Town of Litchfield reserves the right to waive technical defects in the bids; to reject any bids which do not conform to terms and conditions described in the specifications; to reject any or all bids and again invite bids; and to waive informalities or irregularities in the bidding process. The award of a contract, if awarded, will be to the most responsible bidder, provided that the bid is reasonable, and provided that it is in the best interest of the Town of Litchfield to accept such bid, and subject to any choice by the Town of Litchfield as to any alternate specifications as may be agreed upon. General Information The Town of Litchfield is requesting proposals from qualified firms of certified public accountants There is no expressed or implied obligation for the Town of Litchfield to reimburse firms for any expenses incurred in preparing proposals in response to this request. To be considered, we must receive copies of a proposal by 11:00 a.m. on April 8, 2025.
