The partner agencies of Champaign, Urbana, and the University of Illinois are looking for a systematic review of fire protection, emergency response, and other services provided to the University of Illinois through its Intergovernmental Agreement (IGA) with the Cities of Champaign and Urbana for efficacy, efficiency and to develop a set of recommendations to update and modernize the IGA to ensure that:Fire and rescue service delivery by the fire departments meets the current needs and future demands of the University of Illinois. This includesemergency response;community risk reduction activities; andother fire departmental services.The cost of services provided is accurately accounted for and adequately compensated to the respective cities.*Emergency Response is inclusive of fire, rescue, and EMS calls responded to by the fire departments. Police response and EMS services provided by outside entities (alpha level calls), are not part of the scope of work. A successful review will provide the relevant analysis that will lead to an updated IGA that meets the needs of each agency. An updated IGA will result in a high quality of services provided to the University of Illinois community. Services will be provided in an effective and efficient manner. Duplication of services will be minimized and collaboration between the agencies enhanced. The IGA will be able to sufficiently accommodate changes to the fire service by being responsive to variability of future trends and having a clear process for updates and amendments delineated by the degree of impact on the agencies.
