Financing for Lease/Purchase of the Upgrade of the Pueblo Municipal Justice Center's HVAC System

Description

The City of Pueblo ("City") is soliciting competitive sealed proposals to select a qualified financial firm to enter into either a fifteen or twenty-year municipal lease/purchase agreement for the acquisition and installation of the upgrade of the HVAC system in the Pueblo Municipal Justice Center (PMJC). The project consists of a full turnkey solution which includes all aspects of the Scope of Work shown in Section 3.  Proposer shall furnish all personnel, supervision, and management necessary to provide these financial services.  A scored evaluation will be conducted for each submittal and award will be made to the Proposer whose proposal is determined to be the most financially advantageous to the City of Pueblo considering the evaluation factors set forth in the Evaluation Criteria.Please note that this RFP is asking for Proposers to submit two separate interest rates for comparison purposes: 1) Tax Exempt – Bank Qualified; 2) Tax Exempt – Non-Bank Qualified. After all proposals are received, the City will decide which option is in its best interest. A decision on which option, term and financial firm to be selected is expected to be made by August 25, 2025.
