CITY OF MIDDLETOWNINVITATION TO BID Sealed proposals, addressed to the Supervisor of Purchases, Room 112, Municipal Building, Middletown, Connecticut, will be received until WEDNESDAY, SEPTEMBER 30, 2026 BY 11:00 AM for the following: BID #2026-013FILTER MEDIA REPLACEMENT CHARLES B. BACONWATER TREATMENT PLANTWater and Sewer DepartmentMiddletown, CT Work required pursuant to this contract includes furnishing all labor, materials, equipment and incidentals necessary to complete the project as listed above. Work to include but not limited to removal and disposal/rejuvenation of anthracite and sand filter media, placement and disinfection of new sand and granular activated carbon media, repair of porous filter plates, caulking of required areas, installation of new piping, valve and flow meter including supports and repainting. A bid bond in the amount of ten percent (5%) of the total bid amount shall be required with all bids submitted.   Performance and Labor and Materials Payment Bond(s) in the amount of 100% of the contract sum shall be required from the selected bidder following award.  A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment. **Please note - Due to the COVID 19 virus, the following procedures applies: •    A pre-bid meeting will be held on Wednesday, September 2, 2026 at 10:00 am at the site of the Charles B. Bacon Water Treatment Plant, 260 Meriden Road, Middletown, CT 06457 following all CDC recommendations. Interested bidders that do not follow these recommendations will be asked to leave.  Bidders are strongly encouraged to attend this meeting in person or by representative. •    Plans and Specifications will not be available for pick up; they will be available and can only be obtained from our website at www.middletownct.gov. If you download a set of plans/specifications and would like to be listed on our “Plan holder’s List” which is posted to our website daily, we ask that you email and include your contact information to . •    Bids will not be publicly opened in the Municipal Building, however, bids will be opened and read aloud via WebEx.  Additional information and a link will be provided on our website for those interested in viewing the bid opening via WebEx. •    All bids shall be submitted in duplicate on the designated forms using the Bid Return Label provided as designated in the Information for Bidders by the date set and time.
