Executive Recruitment Services for City Manager Search

Description

The City of Garden City, Kansas ("City") invites qualified executive recruitment firms to submit proposals to provide professional executive search services for recruitment and selection of the City's next City Manager. The selected consultant will assist the Garden City Commission throughout the recruitment process, including stakeholder engagement, development of a candidate profile, recruitment, candidate screening, finalist evaluation, background investigations, contract negotiation assistance, and executive onboarding support. The City seeks a consultant with substantial experience conducting local government executive recruitments and a demonstrated record of successful City Manager placements. Submittal Instructions and Communications Submission: Proposals shall be submitted in electronic (PDF) format by email to Jennifer V. Cunningham, City Attorney, at no later than 2:00 p.m. Central Time on the Proposal Due Date (November 9, 2026). Proposals received after the deadline will not be considered. Questions and Addenda: All questions regarding this RFP shall be submitted in writing by email to no later than the Questions Due date in Section 17. Answers will be issued by written addendum posted to the City’s website with the initial RFP. Only written addenda issued by the City are binding. City Project Manager: Jennifer Cunningham will serve as the City's project manager for this procurement and the resulting engagement. No-Contact Period: From the issue date of this RFP until the City Commission selects a consultant, proposers and their representatives shall not contact any member of the City Commission, the City Manager, or any other City official or employee regarding this RFP, except as provided in this Section 18. A violation may result in disqualification.
