Ethics E-File System

Description

The purpose of the Request for Proposals (RFP) is to solicit sealed proposals to establish a contract with a qualified Offeror to provide professional services to design, develop, implement and maintain a new Ethics E-file system for the Office of the New Mexico Secretary of State (NMSOS).  The new ethics e-file system must be a secure web-based solution designed to meet the state’s filing, compliance, and administrative requirements for the Campaign Reporting Act, the School District Campaign Reporting Act, the Lobbyist Regulation Act, and the Financial Disclosure Act.   The new system is expected to provide the features of the current electronic system known as “CFIS” while also providing additional capabilities detailed in this RFP.  Therefore, the NMSOS seeks a new ethics e-file system that is custom developed or is otherwise fully customized for New Mexico and that allows for a nonexclusive, perpetual, irrevocable, royalty-free license to use the software and documentation.  This will benefit the State of New Mexico by providing a system that can be maintained by state staff or a vendor of its own choosing to maintain, modify, update, adapt, enhance, or improve the software as needed to ensure the system meets the business requirements at inception and into the future as technology and laws change.   The procurement will result in a single award to an Offeror who will be wholly responsible for contract performance, whether subcontractors are used.
