Cecil County Department of Emergency Services, referred to in this document as “CCDES” or “the County,” intends to complete a turnkey modernization of the audiovisual systems in the:Emergency Operations Center, referred to as the “EOC”;Strategy Room; andConference Room.The existing audiovisual equipment is outdated, unreliable, difficult to operate, or no longer adequate for emergency coordination, briefings, training, conferencing, multi-agency collaboration, and routine County operations.The completed project shall provide reliable, commercial-grade audiovisual systems that are:Simple and intuitive for ordinary County personnel to operate;Consistent across all three rooms;Capable of platform-neutral videoconferencing;Suitable for extended emergency operations;Locally operable without reliance on the public internet or a cloud-hosted control system;Fully documented and supportable by the County after installation; andDelivered as a complete, functional system meeting the approved technical requirements and project schedule.
