IntroductionThe Sacramento Area Council of Governments (SACOG) is seeking a consultant to assist in the development of the Engage, Empower, Implement Funding Program. Suggested areas of expertise include justice-based community engagement and community-centered design. The consultant will work with and solicit feedback from community-based partners in the six-county Sacramento region working in Black, Indigenous, Asian, Pacific Islander, Hispanic/Latinx, other people of color, and low-income communities. The program is intended to benefit these communities and their voices should be front and center in shaping the program framework, guidelines, and resources. The consultant should have a strong understanding of equity and justice as it pertains to transportation planning and government work, expert facilitation skills, and experience with collaborative community building. The consultant should have recent experience in working with community-based organizations (CBOs). SACOG will rely on the consultant to apply these skills to connect with and listen to, CBOs as they share their diverse perspectives on community priorities, funding programs, and implementation.It is important to note that the selected consultant will be ineligible to receive grant funding as a primary or subconsultant when the EEI Funding Program is implemented and future solicitations for projects are issued by SACOG.
