Page 1 of 14 McCracken County Fiscal Court REQUEST FOR PROPOSAL FOR ENERGY SAVINGS PERFORMANCE CONTRACT A. BACKGROUND AND PROJECT GOALS 1.0 Purpose The McCracken County Fiscal Court is inviting proposals from qualified providers or Energy Services Companies (ESCOs) to undertake energy efficiency improvements on a guaranteed performance contracting basis. This Request for Proposal (RFP) aims to identify a capable provider to execute an Energy Savings Performance Contract in compliance with KRS 45A.352, which pertains to Guaranteed Energy Savings Contracts involving local public agencies. The selected ESCO should possess the capability to deliver comprehensive building management and energy services, including but not limited to conducting energy audits, designing and implementing energy-efficient systems (including renewable energy options), providing ongoing support and training, assisting with financing, and offering a written savings guarantee. The primary objective of the McCracken County Fiscal Court in pursuing this guaranteed performance contract is to address capital-intensive improvements at the Paducah/McCracken County Convention and Expo Center, with targeted focus on building envelope, HVAC and Lighting.
