It is the intent of these specifications, terms, and conditions to describe Early Intervention Services, Outpatient Ambulatory Health Services, Medical Case Management, Non-Medical Case Management, Initiative Services, and Capacity Building being requested by the County to serve people living with HIV and AIDS.The County intends to award Bidders selected as the most responsible Bidders whose response conforms to the RFP and meets the County’s requirements. The initial contract period will begin March 1, 2026, for a one-year period with the possibility to extend annually for three additional years for a total of four years, subject to availability of funding. The full annual award to Alameda County Public Health Department for Ending the HIV Epidemic Phase 2 for direct services and capacity building is $1,400,000. Allocations for service categories are determined by service need based on epidemiology data. Applicants may apply for multiple service categories. Applicants must submit one proposal. Applicants should describe each service category they are applying for and how they fit into both an overall program design and the broader HIV Care Continuum (Section 7 of Bid Response Packet in Exhibit A) and Budget Summary Form (Section 14 of Bid Response Packet in Exhibit A).
