Encampment Resolution Funding, Round 3 - Homeless Outreach and Housing Navigation

The City of Vista (“City”) is soliciting written proposals from qualified service providers to provide street outreach and case management services, and rapid rehousing with stability services, who will utilize trauma-informed and person-centered approaches to connect Persons Experiencing Homelessness (PEH) within the Encampment area with appropriate resources. Practices and approaches to street outreach shall be aligned with the Continuum of Care’s Community Outreach Standards, and operating standards for rapid rehousing shall be aligned with the Continuum of Care’s Rapid Rehousing System-Wide Operating Standards of Practice.The City has submitted an application for Encampment Resolution Funding Program, Round 3 (ERF3), and an award for the services solicited herein is contingent on the successful award of ERF3 to the City. Notification of award of ERF3 to the City is expected within 60 days of June 30. If awarded, a contract for services between the City and the selected provider will be entered into with the anticipated dates of service tentatively beginning on September 1, 2024 and going through June 30, 2025. At the City's option, the contract may be renewed for additional 12-month increments through June 30, 2027.
