The City of Pasadena, CA, seeks the services of a qualified consultant with experience in green initiatives to develop a comprehensive Electric Vehicle ("EV") Infrastructure Plan. This initiative aims to support the City’s goal to have a zero-emission fleet. The Contractor shall develop a comprehensive Plan that establishes the vision, goals, and clearly defined actions for the City to implement strategies for investing in zero-emission vehicles and the necessary EV infrastructure. The Plan shall include a comprehensive examination of the City’s current fleet and provide a pathway to a zero-emission fleet that takes into consideration the unique challenges of a municipal fleet that would need to respond to various situations including emergencies and natural disasters. The Plan should also develop electric vehicle infrastructure location recommendations and provide a roadmap toward implementation for City fleet and employees. The infrastructure portion of the Plan should also include investment strategies as well as operating costs to sustain the EV charging infrastructure. The Plan should include the findings of all analyses and recommend policies, programs, strategies for implementation, and recommendations on City operations that may need diverse fuel sources for City vehicles required for operations and emergency preparedness.
