Description

The purpose of this Request for Proposal and Qualifications (RFP/Q) is to solicit proposals for a comprehensive turnkey solution encompassing the design, construction, and installation of Electric Vehicle (EV) Charging Stations and Battery Energy Storage Systems (BESS) at the City’s Municipal Service Center (MSC) located at 1993 Rancho Conejo Blvd, Thousand Oaks, CA 91320. The project shall include all necessary labor, documentation, activities, approvals, design, materials, and equipment to provide a fully integrated solution meeting the city's requirements. The scope of work will cover the installation of EV chargers, BESS, natural gas generators, electrical wiring, and conduits to convey energy to new EV charger electrical panels and to and from new BESS at MSC, along with the necessary infrastructure for grid connection and off-grid or islanded operation. The work will include the implementation of a Load Management System to manage energy costs by load shifting and sharing to limit demand costs. The selected contractor will be responsible for delivering the entire project from concept to completion, ensuring seamless integration and functionality. The scope of work will also include providing or increasing electrical power capacity to auxiliary locations at MSC. Close coordination with Southern California Edison (SCE) will be essential to ensure the provision of adequate power to the City's faciliti
