REQUEST FOR QUOTATIONS(RFQ) #19139 DRUG TESTING SERVICES PURPOSE AND SCOPE: The West Virginia Community & Technical College System (Council) is soliciting bids to establish an open-end contract for drug testing services required for individuals desiring to participate in the West Virginia Invests Grant Program (Program) as created by the WV Legislature under Enrolled 2019 Senate Bill 1 (Senate Bill). The Senate Bill requires qualified students who wish to participate in the program to have a drug test prior to each semester of participation. The student is responsible for the cost of the test. The successful vendor will work with the Council staff to provide drug testing services for the qualified applicants to the Program. The results of the drug screening and testing will be used by the Council to determine Program eligibility and/or continuation. As this is a new program, there is no definitive way to estimate the number of students who will qualify for the program thereby needing drug testing. After Council review and discussion, we are estimating approximately ten thousand (10,000) drug tests will be needed annually. It is the goal of the Council to keep the cost of the drug testing to a minimum due to the students bearing the responsibility of payment. BID INFORMATION: Bids are to be received by the Council no later than 3:00pm EST on Wednesday May 23, 2019. Bids will be publicly opened at the time at the address shown below. As a public document, it will be disclosed to the public following the bid opening. Submission of any bid constitutes your explicit consent to the public disclosure of your information. This RFQ contains mandatory provisions identified by the use of “will”, “shall” or “must”. Failure to comply with a mandatory provision in the RFQ will result in bid disqualification. Bidders should type or electronically enter the information on the Pricing Sheet provided in Exhibit A. A Mandatory Requirements Checklist is provided in Exhibit I to assist the vendor. It is not required to be completed or submitted with the bid.
