Beaverton Municipal Court's B-SOBR DUII treatment court requires the ability to monitor and test participants of the program for substance abuse. Urinalysis testing is one way this is conducted. The quality of the testing from sample collection to processing the test requires an observed sample, clear and documented sample flow from collection to final test results. Best practice calls for an observed sample collection. BMC is looking for a vendor that can and will comply with these requirements and achieve the highest quality results or the testing may not provide benefit to the program at all.A lower cost option for initial testing is acceptable to save program costs. In the event of a positive test, results in a higher quality test with more definitive and quantifiable results should be available in order to meet the evidentiary standards for a contested court proceeding.
