CAPE GIRARDEAU POLICE DEPARTMENT VEHICLE LOCKOUT SERVICE BID SPECIFICATIONS Bid Submission Deadline September 15, 2026, by 5:00 p.m. Contract Effective Date September 30, 2026 Department Contact Lieutenant Brian Vassalli | 573-335-6621 Ext. 1248 | bvassalli@cityofcape.org 1. LOCKOUT SERVICES The successful bidder shall provide vehicle lockout services capable of opening vehicles equipped with manual and power/electric locking systems using appropriate tools and methods intended to minimize the risk of damage to the vehicle. The successful bidder shall provide lockout service twenty-four (24) hours per day, seven (7) days per week, including holidays, within the City of Cape Girardeau. Service coverage includes Interstate 55 within the City limits and the Cape Girardeau Regional Airport. The successful bidder shall dispatch a service unit within fifteen (15) minutes after receiving a call for service from the Cape Girardeau Police Department or Cape Girardeau Fire Department. 2. PERSONNEL The successful bidder and its employees shall conduct themselves in a professional and courteous manner that promotes positive public relations. The successful bidder shall ensure that all employees providing services under this contract cooperate with Police Department, Fire Department, and other City employees; minimize inconvenience to the public; and place public and responder safety first. The successful bidder shall address, reprimand, or remove any employee who fails to meet these expectations. 3. RECORDS AND INSPECTION The successful bidder shall maintain complete and accurate records of all vehicles unlocked under the terms of the contract. Each service record shall include, at a minimum: 1. Name of the vehicle owner of record or the person requesting the service. 2. Date and time of the lockout service. 3. Vehicle identification number (VIN), when reasonably available. 4. License plate number, state, and registration year, when available. 5. Make, model, and year of the vehicle. 6. Location of the service call. 7. Amount charged for the service. A copy of the service record for the preceding month shall be provided to the Cape Girardeau Police Department on the first day of each month, or upon request by the City. 4. MAXIMUM CHARGES The rates proposed by the successful bidder shall be the maximum charges that may be imposed on the vehicle owner or person requesting the service for Police- or Fire-initiated lockout services.
