Shaffer Commissioner, District 3 County Manager MEMORANDUM DATE: December 8, 2025 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Justin Martinez, Utilities Operations Foreman Travis Soderquist, Public Works Department Deputy Director RE: Declaration of Emergency to Procure the Necessary Repairs to a Water Service Line Leak Located at 3 Star Splash Street Within the Las Campanas Subdivision in Santa Fe County, New Mexico ISSUE At 7:30AM on Tuesday, November 25, 2025, the Public Works Utilities Division was notified of significant water flowing down the street at 3 Star Splash located in the Las Campanas Subdivision, resulting in a disruption of water services to the residents in that area. When staff arrived at the site it was confirmed that an 8” water main was leaking significant amounts of water into the street. At 8:30AM staff had isolated the leak and was able to shut the valves to the main line. This shut down of water affected approximately 20 residents in the area by removing all water services. Direction was provided to the Utilities Forman to proceed with contacting contractors to mobilize to correct the problem and repair the water line. Sub Surface Contracting was the first contractor that was able to mobilize immediately. The crew removed a ten-foot section of damaged eight-inch C900 pipe and replaced it with a new section of pipe, secured with two Highmax couplings provided by the contractor. By 3:30PM the lines were ready for pressurization. At 4:30PM on November 25th the system was fully pressurized, flushed and services were restored to all affected residents. DETERMINATION: Customers were without water with this water main break, as well as fire suppression for the area. It is therefore the written determination of the County Procurement Manager to make the declaration of emergency for the repairs as there exists a threat to the public health, welfare and safety, pursuant to 131-127 Emergency Procurements. 102 Grant Avenue · P.O.
