Shaffer Commissioner, District 3 County Manager MEMORANDUM DATE: December 5, 2024 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Laura Hernandez, Public Works Facilities Operations Supervisor RE: Declaration of Emergency to Replace Gas Lines at the District Attorney’s Office in Santa Fe County, for a Total Amount of $25,000, Exclusive of NMGRT ISSUE: On Wednesday, October 30, 2024, a gas smell was reported by the District Attorney’s Office located at 327 Sandoval in Santa Fe, New Mexico. The Public Works Department dispatched the Facility Operations Foreman to investigate. The Foreman contact NM Gas Company to assist with locating and identifying the source of the gas smell. The Gas Company identified the leak to be methane from the gas lines from the gas meters to the heating units in the building and immediately “retagged” the gas meters and vacated the building of all staff. On November 12, 2024 the Public Works Foreman contacted LoboTech who responded immediately to begin replacing all gas plumbing/pipe from the gas meters to the heating units in the building. The work was completed on November 20th. NM Gas returned to the site, reinstalled gas meters and green-tagged the building for staff to return to the office. DETERMINATION: Due to the immediate threat to the health and safety of staff and the public by the gas leak the Chief Procurement Officer has determined that pursuant to NMSA 1978, Section 13-1-127 Emergency Procurements, there exists a threat to the health and safety of the public and to the function of government, that a declaration of emergency purchase be authorized to purchase and repair the gas lines at the facility. 102 Grant Avenue · P.O. Lobo tech will fully repipe gas line from meter to second level of building for four rooftop heating units. We will also add gas regulators for each individual heating unit.
