Shaffer Commissioner, District 3 County Manager MEMORANDUM DATE: December 24, 2024 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Carlos Casias, Utilities Infrastructure Manager RE: Declaration of Emergency to Procure the Necessary Repairs in Correcting the Wastewater Flows at the County Wastewater Treatment Facility in Santa Fe for a Total Amount of $37,773.08, Exclusive of NM GRT. ISSUE At approximately 8:00AM on Tuesday December 10, 2024, the Public Works Utilities Supervisor discovered the located at the County Wastewater Treatment Facility was overflowing due to the collapsed line. The manhole lines provide access to the sewer lines for maintenance and inspection of wastewater flows, as well to clear line of any debris. The services required to maintain flows is to jet the collapsed lines. The inability to jet the lines would result in the shutdown of the wastewater lines and sewer system for County utility customers within Santa Fe County. The Utilities Supervisor contacted the Procurement Manager on December 10, 2024 to request a declaration of emergency to contact a contractor to jet the line so the system can operate until a long term solution of line replacement is procure. DETERMINATION: More than 50 resident County water customers would be affected by the operational shutdown of the Wastewater Treatment Facility if the manhole lines were blocked by the collapse. Therefore, pursuant to 13-1-127 Emergency Procurements, it is the determination of the Santa Fe County Procurement Manager that there existed a threat to the public health, welfare, safety and property that required the procurement of services, construction or tangible items under emergency procurement in order to address and eliminate the immediate emergency condition as described above, pursuant to NMSA 1978, 13-1-127. 102 Grant Avenue · P.O.
