Shaffer Commissioner, District 3 County Manager MEMORANDUM DATE: March 24, 2025 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Carlos Casias, Utilities Infrastructure Manager Travis Soderquist, Public Works Department Deputy Director RE: Declaration of Emergency to Procure the Necessary Repairs to Broken Hydrant Valve Located at 18 Cloud March in Santa Fe, New Mexico. ISSUE On Wednesday February 26, 2025, the Public Works Department Utilities Division receive a call from a resident that water was coming out of the ground at 18 Cloud March in the Las Campanas Subdivison. The Public Works Utility Infrastructure Manager contacted the County Procurement Manager to make a request for an emergency and to contact contractors to address the emergency conditions. Permission was given by the Procurement Manager. Public Works was able to request the mobilization of Sub Surface Contracting, Inc on Wednesday to replace a broken hydrant valve and flush the hydrant. The Contractor was able to isolate the cut-off, excavate and replace the valve. Repairs to the asphalt was also required by the Contractor. Water was restored to the customers by Friday afternoon, February 28, 2025. DETERMINATION: More than 18 homes for County water customers were affected by the ruptured valve and water shut-off for repairs It is therefore the written determination of the County Procurement Manager to make the declaration of emergency for the repairs as there exists a threat to the public health, welfare and safety, pursuant to 13-1-127 Emergency Procurements. 102 Grant Avenue · P.O.
