Shaffer Commissioner, District 3 County Manager MEMORANDUM DATE: May 6, 2025 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Justin Martinez, Utilities Operations Foreman Travis Soderquist, Public Works Department Deputy Director RE: Declaration of Emergency to Procure the Necessary Repairs to Reconnect Electrical Service to the Santa Fe County Water Reclamation Facility Located at State Highway 14 in Santa Fe, New Mexico. ISSUE At approximately 12:00pm on Tuesday April 22, 2025, the Utilities Department were notified that the power went out at the County Water Reclamation Facility located at the State of New Mexico Penitentiary on Hwy 14 in Santa Fe. It was apparent that a power cable was cut by a construction contract for an adjacent development project The Public Works Utility Division Director contacted the County Procurement Manager to make a request for an emergency and to contact an electrical contractor to reestablish the power to the facility. The Director indicated that the private contractor was not accepting responsibility and stated that they would have their electrician come to the site the following week. In this case the Director requested approval to proceed with the County contacting and mobilizing an electrical contractor for the County. Permission was granted by the Procurement Manager to take all action necessary to regain power to the facility. After contacting multiple contractors, the Public Works Utility Operations Manager was able to receive confirmation from Allied Electric, Inc on April 23rd to investigate the damage and provide a cost proposal for the repairs. DETERMINATION: The water treatment process requires a continuous power supply to maintain the treatment process. Any interruption in the power supply would result in environmental contamination due to spills of raw sewage overflows, with potential damage to equipment. Any spills/overflows will result in a non-compliance with the DP-234 NMED permit that would require remediation efforts to mitigate infiltration of contaminants into the surrounding soil and groundwater.
