Disposal of Wastewater Treatment Plant Sewage Sludge or Biosolids

Description

The City of Waxahachie, Texas ("City") is seeking proposals from qualified companies to provide the City with contractual services for the disposal of sewage sludge or biosolids ("Waste") from the City's Wastewater Treatment Plant.  All materials shall become the property of the successful contractor(s) and shall be disposed of legally in conformance with TCEQ 30 TAC Chapter 312 & 330 and U.S. EPA 40 CFR Part 503 Sewage Sludge Use and Disposal regulations.The City intends to award contracts to one Primary and one Secondary Contractor, each determined to represent the best value in accordance with the terms, conditions, and requirements of this Request for Proposal (RFP). The City reserves the right, at its sole discretion and in its best interest, to make a split award designating Primary and Secondary Contractors, to make no award, or to pursue any combination of awards deemed appropriate.The Contractor designated as Primary will serve as the City’s first-choice facility for sewage or biosolids disposal services. In the event the Primary Contractor is unable to accept the City’s sewage sludge or biosolids, the City will transport the material to the Secondary Contractor’s facility for disposal.
