Development Review Guide

Description

The purpose of this RFP is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of a Development Review Guide (Guide) to serve as a user-friendly companion to the land development and building codes intended for use by the general public, developers, design professionals, and city staff.  The Guide will lead all users through the relevant processes, procedures and requirements needed to obtain their development approvals and/or building permits. The proposal must include a detailed process for the review and analysis of all existing processes, software utilization, applications, forms, checklists, calendars, work-flows, policies and procedures.  This review is not only of code processes or requirements, but also of internal processes and documents such as applications, existing guides, and Department policies and procedures that can be modified under the Land Use Director’s authority.  This review will produce an assessment report with a set of actionable recommendations for process improvements, aimed at increasing transparency, consistency and efficiency in all areas of the development review and permitting processes.  The proposal must include an analysis of national best practice standards for development review and building permitting and how the Department can improve our processes and procedures.
