DETERMINATION AND FINDINGS FOR A CANCELLATION OF REQUEST FOR PROPOSAL (RFP) Solicitation No: Caption: Program Agency: GF-2024-R-0029 Bookstore Management Services University of the District of Columbia, (UDC), UDC’s Capital Procurement Division (CPD) FINDINGS 1. AUTHORIZATION: DCMR Title 27 Section 1503(f) and DCMR Title 8B Chapter 30 Section 3017.4 2. MINIMUM NEED: The University of the District of Columbia’s minimum need is to cancel Request for Proposal No.: GF-2024-R-0029 in the best interest of UDC. 3. ESTIMATED REASONABLE PRICE: N/A 4. FACTS WHICH JUSTIFY CANCELING THE SOLICITATION a) The subject solicitation was advertised in the Washington Times Newspaper and posted on the UDC’s website. It was issued on July 17, 2024. b) The following prospective contractors attended the pre-bid conference and walk through held on Monday, July 22, 2024: i. Follett Higher Education Group ii. Barnes & Noble College c) Only the following prospective contractors submitted proposals on July 30, 2024: BIDDER Follett Higher Education Group Barnes & Nobile College 1 d) Based on the limited participation from the contractor community, the Contracting Officer has decided to cancel the aforementioned solicitation.
