INTRODUCTION Newton Local School District is requesting a Statement of Qualifications and Proposals from qualified Design / Build firms to provide Design / Build (D/B) services for the Athletic Improvements Project. 2. PROJECT DESCRIPTION The Project consists of two scopes of Work: A. Turf installation and associated required drainage at the varsity softball field and adjacent areas as indicated the documents. No work to fencing, dugouts and other constructions unless required for access / drainage. No layout changes to the existing field. See Attachment C for drawings and turf performance specifications. B. A new Soccer Building containing restrooms, concession stand, ticket booth, athletic training room, janitor’s closet & small garage space. Building to provide covered seating & secure the Soccer field from unauthorized use. Additional seating, hardscape & landscape areas leading from the building to the home bleachers are also included as indicated in Attachment D. 3. SCOPE OF DESIGN / BUILD SERVICE The selected Design / Build Firm will provide services in two phases: Pre-Construction and Construction. A. Pre-Construction Services: 1. Design Services 2. Cost Estimating during Design 3. Constructability Review RFQ / RFP Newton Local School District Athletic Improvements Project 4. Value Engineering 5. Schedule Development 6. Develop Bid packages for School District Approval 7. Evaluate subcontractor bids 8. Identification of long-lead materials B. Construction Phase Services: 1. Establishment of a Guaranteed Maximum Price (GMP) 2. Competitive Bidding of subcontractor trades 3. Construction Management and Coordination 4. Safety Management 5. Monthly Reporting 6. Project Closeout Administration The selected Design / Build Firm will be contracted by the OFCC Agreement Form (K-12 Design-Build Project) – M180-00 53 53.K12. The successful D/B firm will complete the Agreement Form and send to the School District for contracting. 4. PRE-PROPOSAL MEETING A mandatory pre-proposal meeting will be held on Wednesday, September 9, 2026 at 3:00pm EST at Newton Local School District, 201 Long St, Pleasant Hill OH 45359.
